Mai Neng Moua is an immigration attorney with over a decade of experience helping individuals, families, and businesses navigate complex immigration laws. Her work spans naturalization, family and employment-based petitions, asylum cases, removal defense, and federal court challenges. She is fluent in English and Hmong, offering accessible and skilled representation across communities.
Mai earned her Bachelor of Arts in History, Political Science, and East Asian Studies from the University of St. Thomas in 2004. In 2007, she completed her Juris Doctor from William Mitchell College of Law. She was admitted to the Minnesota Bar that same year and later admitted to the United States District Court, District of Minnesota, in 2018.
Mai has handled a wide variety of immigration matters, including waivers of inadmissibility, writs of mandamus, and challenges to immigration decisions. Her knowledge includes work with PERM labor certification, immigrant petitions across preference categories, and adjustment of status. She also manages non-immigrant visas such as E-2, H-1B, H-2A, H-2B, L-1, P-3, O-1, R-1, and TN.
Mai has held leadership positions such as Chair of the AILA Minnesota/Dakotas Chapter and Ambassador to the American Immigration Council. She also formerly served as Vice President of the Hmong American Bar Association. She currently contributes as a board member for both the ACLU of Minnesota and MN8, and actively volunteers with the Volunteer Lawyers Network.
Mai Neng Moua has spoken at legal education seminars and immigration law conferences at all levels—local to international. Her contributions have been recognized by Minnesota Lawyer, naming her Attorney of the Year in both 2017 and 2021. Her ongoing dedication continues to shape just outcomes for those navigating the immigration system.
