Kathy Jennings

Kathy Jennings serves as Delaware’s 46th Attorney General, elected in 2018 with a steadfast mission to make the state’s justice system fairer and more accessible for everyone—regardless of race, income, or zip code. A lifelong advocate for equality and accountability, she has worked tirelessly to build safer communities and restore public trust in the legal system through compassion, fairness, and reform.

Kathy is a graduate of Mt. Pleasant High School, the University of Delaware, and Villanova University School of Law. Her academic foundation equipped her with the skills and determination to pursue a career defined by justice and integrity. From her earliest days in law, she demonstrated a commitment to protecting victims, holding offenders accountable, and advancing the rule of law across Delaware.

Kathy began her distinguished legal career as a prosecutor, where she handled some of the state’s most challenging cases, including domestic violence, sexual assault, and homicide. She gained statewide recognition for prosecuting Delaware’s only known serial killer, a landmark case that introduced DNA analysis into evidence in a Delaware courtroom for the first time. Her success in these cases showcased her legal expertise, empathy for victims, and courage in pursuing justice.

Kathy later served as State Prosecutor and Chief Deputy Attorney General, where she co-founded the Consumer Fraud Division to protect citizens from fraud and exploitation. As Attorney General, she has led transformative initiatives in criminal justice reform, expanding rehabilitation programs, and enhancing accountability within law enforcement.

Under Kathy Jennings’ leadership, the Fraud Division has grown to include an Impact Litigation Unit, a White Collar Crime Unit, and a Consumer Mediation Unit. Through her vision and dedication, Kathy continues to shape a more just, transparent, and inclusive Delaware for all.
