William T. Winter has built a long-standing legal career dedicated to estate planning, Medicaid planning, and elder law. Beginning his career as a felony prosecutor in Phoenix, Arizona, he handled wiretap cases, gang prosecutions, and complex drug offenses before turning his focus to guiding families and business owners through significant legal planning.
William earned his Bachelor of Science degree from the University of Wyoming before completing his Juris Doctor at the same institution. Licensed since 1987, he holds an active membership in the Wyoming Bar Association and has previously been admitted to the Arizona and Colorado Bar Associations. His academic and professional foundation prepared him to serve clients across varied and complex legal matters.
William has been recognized for his professional excellence throughout his career. In 2009, he was named one of America’s Registry’s Top 10 Members in Law by the American Registry of Outstanding Professionals. Later, in 2013, he was inducted into the International Top 100 Magazine. He is also listed in the International WHO’S WHO of Professionals and actively participates in Wealth Counsel and Lawyers with Purpose.
William’s legal practice emphasizes helping families preserve wealth, protect businesses, and create strong estate plans. He has advised ranchers, farmers, and entrepreneurs in structuring their affairs, ensuring business continuity, and safeguarding assets from high medical costs. His leadership roles include serving as past chair of the Wyoming State Bar Section on Estate Planning, Elder Law, Trusts & Probate.

He is also a respected educator and author. Since 1995, he has spoken at seminars, workshops, and executive briefings for professionals and the public. He contributed to the books LEGACY: Plan, Protect and Preserve Your Estate and GENERATIONS: Planning Your Legacy, as well as to estate planning publications. He was also featured in Wyoming PBS’s televised series LEAVE A LEGACY, which provided practical insights into estate and business exit planning.
