Torri Armstrong is an attorney focused on the financing and development of complex commercial real estate, with a strong emphasis on affordable housing and public finance projects. She advises many clients, including lenders, developers, public housing authorities, and bond underwriters. Her practice involves structuring transactions that bring together multiple funding sources to support housing developments, particularly those serving low-income populations.

Torri earned her B.A., summa cum laude, from Mississippi State University in 2012. She received her J.D., summa cum laude, from Mississippi College School of Law in 2015. While in law school, she was a member and editor of the Mississippi College Law Review, earned Best Paper Awards in Legal Writing and Legal Research, and received the Hearin and Marble Grant Scholarships.

In her legal career, Torri has served as counsel for developers, public housing authorities, and national underwriters. She has worked on high-value deals that involve low-income housing tax credits (LIHTC), tax-exempt bonds, and HUD’s Rental Assistance Demonstration (RAD) program. Her clients rely on her expertise to secure and manage funding from multiple sources, such as HOME Funds, Housing Trust Funds, and USDA Section 515 and 538 loans. She has handled projects involving the acquisition and rehabilitation of elderly and disabled housing facilities, as well as the development of new affordable housing units.

Torri regularly advises clients on structuring real estate transactions that leverage public housing subsidies, including Section 8 vouchers and Project-Based Rental Assistance (PBRA). She has extensive experience serving as bond counsel, underwriter’s counsel, and developer’s counsel on complex affordable housing and multifamily financing deals.

Torri Armstrong is recognized in Best Lawyers: Ones to Watch for her work in labor, employment, and real estate law and has been named a Mid-South Rising Star multiple times. She is active in several legal organizations, including the ABA Forum on Affordable Housing, Mississippi Bar Association, and Mississippi Women Lawyers Association, and is a committed member of the Junior League of Jackson.
