About

Timothy Kassouni is recognized as a distinguished Sacramento attorney known for protecting property rights and individual freedoms. He has argued cases before the United States Supreme Court, California Supreme Court, California Court of Appeal, and Ninth Circuit Court of Appeals. His reputation is built on strong advocacy in land use, appeals, business disputes, and property rights law.

Timothy began his academic journey at the University of California at Berkeley, earning an A.B. in Philosophy in 1985. He then pursued his J.D. at Loyola Law School, graduating in 1989. While at Loyola, he studied eminent domain and inverse condemnation under Professor Gideon Kanner and was awarded the first Fritz B. Burns Foundation public interest fellowship with the Pacific Legal Foundation, which shaped his commitment to property rights law.

Timothy expanded his skills through a judicial externship at the California Supreme Court for Justice David N. Eagleson. He later worked with respected institutions, including the Sacramento County District Attorney’s Office, Pacific Legal Foundation, Hamilton & Samuels, and Zumbrun Law. At Zumbrun Law, he advanced to senior attorney and legal director, handling complex constitutional property rights and business litigation across California counties.

Timothy’s experience includes victories in cases such as Lockaway Storage v. County of Alameda, where he secured multimillion-dollar damages and fees for his client, and City of West Hollywood v. Beverly Towers, which set a key precedent on condominium conversion rights. He also contributed amicus briefs in Lucas v. South Carolina Coastal Council, leading to a landmark Fifth Amendment ruling. His litigation practice extends to construction defect, real estate, and subsurface rights disputes.

Timothy Kassouni has earned professional recognition as a Super Lawyer, a distinction reserved for only 5% of attorneys, and was voted one of Sacramento’s Top Lawyers by peers. With a career devoted to defending property rights and constitutional freedoms, his work continues to shape California law and provide meaningful protection for individuals and businesses facing complex legal challenges.
