About
Stephen J. Neuberger is widely known for his expertise in U.S. and Delaware constitutional law, where he has taken the lead in complex civil rights cases. Over the years, he has built a reputation for confronting governmental and institutional abuses of power, including representing survivors of childhood sexual abuse and attorneys facing retaliation from officials.
Stephen began his academic journey at the University of Delaware, where he earned a Bachelor of Arts in history with a focus on American history in 2000. He later pursued his Juris Doctor at Temple University’s Beasley School of Law, graduating in 2003. During law school, he distinguished himself in trial advocacy and earned the Barrister’s Award for his work.
Stephen has handled a wide range of constitutional matters, including free speech, religious liberty, privacy rights, search and seizure protections, equal protection, and due process claims. His advocacy has set important legal precedents, including securing over $110 million for survivors of childhood sexual abuse and achieving what is believed to be the largest state-paid settlement in Delaware history, exceeding $7.5 million.
Stephen’s work has consistently earned recognition. Delaware Today has described him as “pugnacious” in pursuing justice against arbitrary power, and he has been repeatedly voted by peers as a top lawyer in constitutional law. He has also been honored multiple times by Super Lawyers, including recognition as a Delaware Super Lawyer and earlier as a Rising Star. Media outlets such as Delaware Today and Delaware Business Times have profiled him as a leading civil rights attorney and as a professional to watch.
Stephen J. Neuberger continues to play a vital role in shaping constitutional law in Delaware and beyond. Through decades of advocacy, he has upheld the rights of individuals against government overreach and institutional misconduct, leaving a lasting impact through both precedent-setting cases and the justice secured for his clients.
