Thomas S. Neuberger has been a leading voice for justice for nearly fifty years, often representing clients in constitutional, civil rights, employment, and personal injury matters. Known as a champion for difficult causes, he has secured justice for victims of negligence, assault, battery, and survivors of childhood sexual abuse in Delaware courts and beyond.

Thomas pursued academics with dedication, beginning with a B.A. in Political Science, magna cum laude, from St. Joseph’s University in 1969. He earned a Master’s in Political Science with honors from the University of Delaware in 1973, and completed his J.D. at Georgetown University Law Center in 1974, where he contributed as editor of the Georgetown Law Journal.

Thomas started his career as a law clerk for Judge John H. Pratt of the U.S. District Court for the District of Columbia. After several years with a Wilmington law firm, he established his own practice in 1981. Over the years, he has been admitted to practice before the Delaware Supreme Court, multiple U.S. Courts of Appeals, the U.S. District Court for Delaware, and the United States Supreme Court.

Thomas has been widely recognized throughout his career. Delaware Today once described him as a pioneer of civil rights law, and Super Lawyers magazine named him a Delaware Super Lawyer from 2007 through 2025. His peers and professional organizations have acknowledged him repeatedly for his constitutional and civil rights work. In 2023, he received the Wilmington NAACP’s Leonard L. Williams Criminal Justice Reform Award for his dedication to justice.

Thomas is also an accomplished author and lecturer. He wrote When Priests Become Predators (2012), chronicling the battles of abuse survivors against institutional cover-ups. He has testified before U.S. Congressional committees and published numerous legal articles in respected journals. His work continues to inspire, blending scholarship with advocacy to protect constitutional freedoms.
