About

Shannon M. Bleicher is an environmental lawyer and partner in Stoel Rives’ Natural Resources and Energy practice in Anchorage and co-leader of the firm’s Mining group. She advises mining companies, mineral developers, utilities, project sponsors, landowners, and other resource clients on mining law, mineral rights, public lands, land access, permitting, project development, real property, and regulatory compliance. Shannon’s practice covers projects from acquisition and exploration through development, operations, and reclamation.

Shannon earned a J.D. from Creighton University School of Law in 2017, cum laude, and served as a Student Article Editor of the Creighton Law Review. She also earned an M.S. in Negotiation and Conflict Resolution from Creighton University Werner Institute in 2017 and a B.A. in Political Science from Creighton University in 2012, magna cum laude, with a minor in Environmental Policy. Her training supports regulatory, transactional, and dispute-focused work.

Shannon represents clients before the Alaska Department of Natural Resources, Bureau of Land Management, Regulatory Commission of Alaska, and other agencies. She advises on mining claims, mineral and surface title, land tenure, due diligence, development projects, land use authorizations, access disputes, and transfers of natural resource interests. Her utility work includes tariff proceedings, rates, certificates, and regulatory compliance. She also handles acquisitions, divestitures, title review, operating arrangements, and development agreements involving mineral properties.

Shannon M. Bleicher uses her negotiation and facilitation background to help clients resolve disputes, build consensus, and structure practical solutions in complex resource matters. Her practice connects land, minerals, utilities, public agencies, and project development, giving clients coordinated guidance across regulatory and transactional issues. Shannon’s work is especially focused on helping resource and infrastructure clients understand legal requirements, protect property interests, and move projects forward through changing permitting and regulatory environments.
