About

Sam Severin is a partner at Munson, Cacciola & Severin, LLP in Anchorage who represents municipalities, public entities, and private clients across Alaska. His practice includes municipal governance, civil litigation, enforcement matters, commercial disputes, and complex regulatory issues. He also advises on police matters, labor and employment disputes, contested public records cases, and municipal enforcement actions, helping clients address government-related risks with practical legal guidance.

Severin earned a J.D. from the University of Wyoming College of Law in 2004 and a B.A. from the University of Oregon in 2000. Before joining private practice, he spent eight years with the Municipality of Anchorage Department of Law, advising and representing municipal departments on a broad range of issues. That public-sector background provides a strong foundation for evaluating regulatory questions, litigation strategy, and day-to-day governmental operations.

Severin has substantial state and federal litigation experience, including multiple appearances before the Alaska Supreme Court. His work has included defending municipalities in public records litigation, enforcement actions, and nuisance and abatement matters. He also helped develop a Brady and Giglio disclosure protocol with the State of Alaska after extensive work involving the Anchorage Police Department. His private-client work includes commercial litigation and regulatory matters involving local government.

Sam Severin has been with the firm since 2019 and became a partner in 2023. His practice combines municipal law knowledge with courtroom experience and a focus on efficient dispute resolution. He represents large Alaska municipalities as well as smaller communities and entities, bringing a practical understanding of how local governments operate and how public and private clients can respond to disputes, enforcement issues, and regulatory challenges.
