Rosemary V. Davis

Rosemary V. Davis is a senior associate attorney who focuses on municipal law, land use, zoning, eminent domain, and public employment and labor law. She has more than 25 years of experience advising local governments in Michigan. Her work includes providing counsel at planning commission and zoning board of appeals meetings, where decisions can affect property owners, public projects, and the communities municipalities serve.

Rosemary earned a Bachelor of Arts in Political Philosophy from James Madison College at Michigan State University. She then received her Juris Doctor from the University of Detroit School of Law in 1992. She served as class vice president during her final year of law school. Her education provides a foundation for work that brings together public policy, local government procedures, and the legal rights of residents and employees.

Rosemary has represented municipalities and individual property owners in land use appeals before the Michigan Court of Appeals. She has also prosecuted thousands of district court criminal and civil infraction proceedings, negotiated collective bargaining agreements, and handled labor grievance arbitrations. Over her career, she has served Sterling Heights, Fraser, Chesterfield Township, and Washington Township. She currently serves Shelby Township and Harrison Township, bringing experience with both day-to-day municipal needs and contested matters.

Rosemary V. Davis is a member of the Macomb County Bar Association and the State Bar of Michigan, including its Government Law and Criminal Law sections. She previously served on a State Bar district character and fitness committee. Her experience across municipal meetings, court proceedings, and labor negotiations helps her address the varied legal issues local governments face while providing counsel grounded in Michigan municipal practice.
