Richard W. Riley is a senior partner at Nelson Mullins Riley & Scarborough LLP and EducationCounsel LLC, where he continues his lifelong dedication to improving education and public service. Recognized nationally for his leadership, Riley advises clients on education policy, government relations, and economic development, helping shape sound strategies that promote lasting community impact and equitable learning opportunities.

Richard earned his Bachelor of Arts degree in Political Science, cum laude, from Furman University in 1954. He went on to receive his Juris Doctor from the University of South Carolina School of Law in 1959. His education provided the foundation for his distinguished legal and political career, equipping him with the analytical insight and commitment to justice that would define his work in both government and law.

Before entering private practice, Richard served as the United States Secretary of Education from 1993 to 2001 under President Bill Clinton. During his tenure, he worked to raise academic standards, expand access to higher education, and strengthen accountability in public schools.

Prior to his federal service, Richard served as Governor of South Carolina from 1979 to 1987, where he led the passage of the historic Education Improvement Act—widely recognized for transforming South Carolina’s public school system and setting a model for other states across the nation.
