Radlyn Mendoza is a partner at Gardner & Mendoza, P.C., where she has dedicated more than 18 years to practicing immigration law. The daughter of Filipino immigrants, she understands firsthand the challenges individuals and families face when navigating the complex U.S. immigration system. Her work includes representing employers, reuniting families, and guiding individuals toward lawful permanent residency, work permits, and visas.
Radlyn earned her undergraduate degree, cum laude, from Old Dominion University in 1994 and her Juris Doctor from Seton Hall University School of Law in 1998. Following graduation, she was invited back to Old Dominion as an adjunct professor, where she taught business law for three years. Today, she is admitted to the Virginia State Bar, the U.S. District Court for the Eastern District of Virginia, and the U.S. Court of Appeals for the Fourth Circuit.
Radlyn is a member of the American Immigration Lawyers Association (AILA), D.C. Chapter, and serves as the USCIS liaison for the Norfolk, Virginia office. In this role, she communicates member concerns to the USCIS Director and shares critical updates with colleagues. Her leadership within the immigration community is reflected in her frequent speaking engagements, including AILA’s annual national conference, Continuing Legal Education (CLE) courses, and events hosted by local bar associations and civic organizations.
Recognized as one of Virginia Business Magazine’s Legal Elite in immigration law, Radlyn Mendoza is also active in community service. She provides pro bono counsel to U.S. Armed Forces members through AILA’s Military Assistance Program, organizes Citizenship Day in Hampton Roads, and has assisted local nonprofits such as the Samaritan House. Her combination of professional excellence, community commitment, and personal experience makes her a trusted advocate for immigrants and their families across Virginia and beyond.
