About
R. Timothy Phoenix is a founding attorney of Hoefle Phoenix Gormley & Roberts, PLLC in Portsmouth, New Hampshire. His current practice centers on small business representation, real estate transactions, and land use and development matters. He guides developers, homeowners, and local nonprofit organizations through regulatory processes that can affect property use and development. His work combines transactional real estate experience with knowledge of local land use requirements and the practical steps needed to move projects through review and approval.
Tim earned a J.D. from the University of New Hampshire School of Law, formerly Franklin Pierce Law Center, in 1985 and a B.S. in Community Development from the University of New Hampshire in 1977. His undergraduate training directly relates to his land use and development practice. He is admitted in New Hampshire and Maine and before the US District Court for New Hampshire and the US Court of Appeals for the First Circuit.
Tim worked as a fire and casualty loss adjuster after college before attending law school. Before founding his current firm with Dan Hoefle in 1989, he practiced at Shaines & McEachern, P.A. His earlier general civil practice included litigation, corporate and business law, real estate, land use, and bankruptcy. Over time, he concentrated more heavily on real estate transactions, small business matters, and land use and development work for clients in the New Hampshire Seacoast area.
R. Timothy Phoenix brings decades of local practice and community involvement to real estate and land use matters. His work with developers, homeowners, nonprofits, and small businesses requires attention to property transactions, local regulation, permitting, development planning, and practical project objectives. He has also served local nonprofit and youth organizations. His combination of community development education, transactional work, and regulatory experience helps clients navigate legal processes that can shape the use, development, and long-term value of real property.
