Paul Bierly

Paul Bierly is a seasoned litigator and appellate advocate with decades of experience representing individuals and businesses in complex legal disputes. Known for his calm approach and sharp legal writing, Paul has earned a reputation for winning tough insurance coverage battles and securing favorable appellate rulings across state and federal courts.

Paul began his academic journey earning a B.A. in English from the University of Washington in 1982. He then earned his J.D., cum laude, from the University of Puget Sound School of Law in 1990. His legal education laid the foundation for a career focused on detailed analysis and persuasive writing.

Paul’s early career included clerking for the Alaska State Courts and Judge H. Russell Holland of the U.S. District Court for the District of Alaska. There, he worked on a wide range of cases from admiralty law to Indian sovereignty. He later practiced at a top Northwest firm where he worked on major matters such as the Exxon Valdez litigation and significant tobacco lawsuits.

Paul has successfully represented a diverse client base, from municipalities and construction firms to individual policyholders. His victories include multiple appellate wins in the Ninth Circuit, Oregon Court of Appeals, and Washington Court of Appeals. He is particularly skilled in overturning adverse decisions and securing insurance coverage for clients facing substantial risks.

Paul also authored a chapter for the Oregon State Bar’s CLE publication, guiding lawyers on interpreting insurance policies in Oregon. His work has helped shape how courts and counsel understand insurance disputes statewide.
