Meghan Sullivan Conrad

Meghan Sullivan Conrad is a shareholder at Elam & Burke in Boise, Idaho. She advises urban renewal agencies, public officials, lenders, businesses, and other clients on administrative, banking, corporate, and local government matters. Her practice includes public-private partnerships, government contracts, tax increment financing, litigation, appeals, governmental relations, foreclosures, collections, and insurance defense. Conrad helps clients structure projects, resolve disputes, and advance economic development goals.

Conrad earned her J.D. from the University of Idaho College of Law in 2004 and her B.A. in International Relations and French from Colgate University in 1999. Before law school, she worked as a legal assistant at a multinational law firm in New York City. Her education and early legal experience provided a strong foundation in public law, commercial matters, client service, and the careful analysis required for complex governmental and financing projects.

Conrad works extensively with urban renewal agencies throughout Idaho and has advised on tax-exempt and taxable bond transactions. She also served as special Idaho counsel on a solar energy financing project. Her broader experience includes representing a commodity promotion and research program, assisting consumer and commercial lenders with foreclosure and collection matters, and participating in insurance defense litigation. Through this work, she helps clients address regulatory, financial, contractual, and litigation concerns.

Meghan Sullivan Conrad has been recognized as an Idaho Business Review Leader in Law and by Best Lawyers as one of its Ones to Watch for 2026. She has chaired the University of Idaho College of Law Advisory Council and serves as treasurer of State Law Resources, Inc. She also belongs to Idaho Women Lawyers and the Idaho Association of Defense Counsel.
