About
Matthew R. Serge is an attorney at Drummond Woodsum and leads the firm’s Municipal Group in New Hampshire. Based in Manchester, he advises towns and cities on land use, zoning enforcement, New Hampshire Right to Know Law matters, welfare assistance, tax abatements, real estate, elections, contracts, employment matters, and government relations. He also represents municipal clients before trial and appellate courts and administrative boards in complex public-sector disputes.
Serge earned a J.D., summa cum laude, from New England School of Law in 1999 and a B.A., cum laude, from the University of Massachusetts, Lowell in 1996. He later completed judicial clerkships with the New Hampshire Superior Court and Justice Linda S. Dalianis of the New Hampshire Supreme Court. This academic and judicial background strengthened his understanding of appellate analysis, court procedure, statutory interpretation, and public-law decision making.
Serge has litigated significant municipal matters, including zoning enforcement actions and appeals involving planning boards and telecommunications variances. He successfully represented a town in a nine-day trial that resulted in findings of numerous zoning violations. He has also prevailed in New Hampshire Supreme Court appeals involving municipal planning and variance issues. His practice combines preventative advice for local governments with courtroom advocacy when disputes require formal litigation or appellate review.
Matthew R. Serge has been recognized by Best Lawyers USA for Litigation – Municipal and by New England Super Lawyers in state, local and municipal, appellate, and general litigation categories. He authored the New Hampshire Municipal Association’s Code Enforcement Handbook and has written for the New Hampshire Bar Journal.
