Thomas M. Duncan

Thomas M. Duncan is a partner at Faegre Drinker Biddle & Reath LLP, where he represents corporations, developers, and institutions in environmental and energy law. His practice includes environmental transactions, Brownfield redevelopment, regulatory compliance, and litigation before federal and state courts and agencies. Thomas’s extensive experience spans real estate and business acquisitions involving complex environmental risks, guiding clients through due diligence, permitting, and liability protection under state and federal cleanup laws.

Thomas earned his J.D. from Villanova University School of Law, where he served as a staff writer for the Villanova Sports and Entertainment Law Journal, and his B.S. in Finance from the University of Maryland. He is admitted to practice in New Jersey, Pennsylvania, and Maryland, as well as before the U.S. District Courts for the Eastern and Middle Districts of Pennsylvania and the U.S. Court of Appeals for the Third Circuit. His background includes serving as assistant counsel at the Pennsylvania Environmental Hearing Board and clerking with the U.S. Environmental Protection Agency.

Recognized for his leadership in the environmental law community, Thomas serves as secretary of the Pennsylvania Bar Association’s Environmental and Energy Law Section and chairs its Pro Bono Committee. He is also a member of the Environmental Hearing Board Rules Committee and the Delaware Valley Environmental American Inn of Court. A frequent lecturer and author, he has contributed to the Pennsylvania Environmental Law & Practice treatise published by the Pennsylvania Bar Institute.

Thomas M. Duncan advises clients on compliance with CERCLA, RCRA, the Clean Air Act, and state equivalents, and represents them in enforcement actions, permitting, and remediation disputes. He also serves as special counsel to municipalities and continues to shape environmental policy through active bar and community involvement.
