Joshua R. Kotter

Joshua R. Kotter, Esq. is the founder and managing partner of Mountain State Attorneys, a multi-state law firm based in Salt Lake City. His practice emphasizes civil litigation, business and corporate law, healthcare law, and criminal defense. Known for his determination, persuasive communication skills, and leadership abilities, he is recognized as both a skilled attorney and an experienced executive.

Joshua began his academic path at Brigham Young University, where he studied political science and business administration while founding an international educational fund and serving in elected leadership roles. He went on to earn both his Juris Doctor and MBA degrees from Case Western Reserve University, graduating in the top five percent of his class. While there, he served as president of two national legal fraternities, led his law school’s legal journal, and won top honors in public speaking competitions.

Joshua’s professional background includes significant roles as general counsel for healthcare organizations and as CEO of multiple hospitals and healthcare systems. His work has involved complex corporate transactions, mergers, and partnerships, including groundbreaking collaborations between federal agencies, Native American tribes, and healthcare providers. His unique combination of legal expertise and executive leadership allows him to navigate highly complex organizational and regulatory matters.

A former U.S. Army enlistee and pre-academy officer trainee, Joshua brings the discipline and resilience of military service to his legal practice. He has also been elected to political office, served on planning commissions and community development boards, and taught business law as an adjunct professor. Recently, he was selected to the Utah State Bar’s Leadership Academy, Class of 2025, further reflecting his professional commitment.
