Jay earned his Bachelor of Arts (1978) and Juris Doctor (1981) from Texas Tech University and was admitted to the State Bar of Texas in 1982. He is also admitted to practice before the U.S. District Court for the Western District of Texas. With more than four decades of legal experience, he has built a strong reputation for professionalism, precision, and integrity in every case he handles.
