Elizabeth G. Neally is a seasoned attorney with a deep commitment to civil rights and school law. For decades, she has guided school districts through legal matters involving students, governance, employment, contracts, liability, and civil rights compliance. Elizabeth’s academic journey began with a Bachelor of Science in Speech Communication/Public Relations and Journalism from Southern Illinois University School of Law. She went on to earn her Juris Doctorate from the same institution, where her passion for school law was sparked by an internship with the Illinois Association of School Boards. That experience led to a career-long dedication to public education law, beginning in 1986.

Elizabeth is licensed in the State of Texas and admitted to practice before the United States District Court for the Southern District of Texas, the United States Fifth Circuit Court of Appeals, and the United States Supreme Court. Throughout her career, she has represented school districts as both general counsel and in litigation, combining deep legal knowledge with practical solutions.
