Brent Brooks is a Partner in Axilon Law’s Billings office. His practice includes business litigation, construction law, contracts, employment law and discrimination, governmental relations, criminal law, insurance coverage and defense, and real estate transactions and land use. He brings extensive public-sector and litigation experience to matters involving businesses, governmental entities, public officials, employers, property interests, and other clients facing disputes, regulatory questions, or complex operational concerns across Montana in varied proceedings.
Brent earned his J.D. from South Texas College of Law in 1980 and his B.A. in Social Science from Harding University in 1977. After law school, he returned to Billings and clerked for Chief US District Judge James F. Battin in the District of Montana. The clerkship strengthened his legal research and writing skills and exposed him to a broad range of criminal and civil law issues in federal court.
Brent spent 15 years as a Deputy County Attorney for Yellowstone County, prosecuting several hundred felonies and misdemeanors before becoming Chief Civil Deputy County Attorney. In that role, he advised the Board of County Commissioners. He later served 22 years as Billings City Attorney, supervising prosecutors and civil attorneys while helping address tort, contract, employment, code, policy, union, vendor, and other municipal legal matters throughout his long public service career.
Brent Brooks has substantial experience advising public officials and department heads on local government law, risk management, privacy, open meetings, public records, real property, zoning, subdivisions, special improvement districts, contracts, parliamentary issues, and local legislation. He has also testified before the Montana Legislature on civil and criminal legislation. He is admitted to all Montana state and federal courts and the US Court of Appeals for the Ninth Circuit, including appellate matters.
