About
Anthony Marcavage is Of Counsel at Flood Law and represents clients in employment and commercial litigation, collective bargaining, union campaigns, and employment or contract matters. His labor and employment background includes senior in-house roles where he managed human resources, employee relations, labor counsel responsibilities, and litigation. He advises on workplace disputes and organizational decisions that involve contracts, union issues, personnel matters, arbitration, agency proceedings, and courtroom litigation.
Anthony earned a B.A. in History and Classics from Dickinson College, an M.A. in European History from Syracuse University, and a J.D. from the George Washington University Law School. His education combines historical analysis, research, writing, and legal training. This background supports a practice that requires understanding complex employment records, bargaining history, workplace policies, contract language, statutory duties, and the procedural rules governing trials, arbitrations, appeals, and proceedings before labor agencies.
Anthony previously served as a human resources executive and labor counsel for a national distribution and e-commerce company. Before that role, he spent nearly a decade as Assistant General Counsel and Director of Employee Relations for a major healthcare system. He negotiated union contracts, built an in-house employment litigation team, and handled labor and employment disputes. His litigation work includes first-chair trials, arbitrations, agency proceedings, and appeals in state and federal forums.
Anthony Marcavage is admitted in Pennsylvania, New Jersey, New York, Virginia, and the District of Columbia, along with multiple federal and appellate courts. From Flood Law’s Rockville office, he brings extensive labor, employment, litigation, and human-resources experience to companies, executives, and other clients. His career combines legal advocacy with direct operational responsibility, giving him practical insight into workplace decision making, collective bargaining, dispute prevention, and the management of contested employment matters.
