Broker’s academic background began with a Bachelor of Arts in Criminal Justice from the University of Alaska, Fairbanks, where she graduated cum laude in 1988. She continued her education at the University of Arizona, earning her Juris Doctorate summa cum laude in 1991 and was recognized as a member of the prestigious Order of the Coif.

Broker launched her career as a law clerk for the Honorable Rene Gonzalez from 1991 to 1992. She then practiced as an associate attorney before serving as Assistant Borough Attorney and later Borough Attorney for the Fairbanks North Star Borough for a combined 20 years. In each role, she provided strong legal counsel on complex matters of municipal governance and litigation.

Broker’s professional recognition includes being named the 2009 Municipal Employee of the Year. She also served on the International Municipal Lawyers Association Board of Directors from 2009 to 2016. She was a regular presenter at the Alaska Municipal League, helping train newly elected officials on the Open Meetings Act and government ethics.
