Timothy Billion is a partner at Robins Kaplan LLP with offices in Sioux Falls and Minneapolis. Timothy practices in the firm’s Business Litigation Group and represents clients in trust and fiduciary litigation, contract and fraud claims, constitutional and election litigation, civil rights cases, personal injury claims, internal investigations, and criminal proceedings. He also regularly advises tribes and handles matters involving American Indian law and policy.
Timothy earned his J.D. magna cum laude from the University of Minnesota Law School in 2013 and was inducted into the Order of the Coif. He served as a managing editor of the Minnesota Law Review. He received a B.A. in History with honors from Grinnell College in 2008. His academic training supports complex legal writing, appellate advocacy, factual investigation, and strategic analysis across varied disputes.
Billion has led trial and appellate teams in state and federal courts and has experience with mediation and arbitration. His representative matters include tribal-jurisdiction litigation, treaty and trust-duty claims, insurance coverage disputes, constitutional challenges, ballot-access litigation, and pro bono appellate work. Before joining Robins Kaplan, he clerked for a federal district court judge in Sioux Falls and practiced general litigation at a large Minneapolis firm.
Timothy Billion has received recognition from Chambers USA, Best Lawyers, Super Lawyers, Forbes, and the National Civil Justice Institute, including an Appellate Advocacy Award for work in a tribal rights case. He is active in state and national bar organizations and has served in leadership roles involving Indian law, appellate practice, and diversity.
