Timothy A. Wilkins is Managing Partner of Bracewell LLP’s Austin office and advises clients on environmental issues tied to real estate and development. He focuses on permitting, compliance, and risk management for complex property transactions. He helps clients address regulatory challenges that affect project value and timing.
Timothy earned a Juris Doctor from Harvard Law School in 1993, cum laude, and a Master of Public Policy from Harvard University in 1993. He received a Bachelor of Arts from Trinity University in 1988, magna cum laude. His education supports his clear and practical legal guidance.
Timothy assists developers, investors, and energy companies with the environmental aspects of real estate acquisitions, divestitures, and financing. He conducts transaction diligence, manages environmental audits, and prepares disclosures to the U.S. EPA. He also advises on siting, permitting, and land-use matters affecting development projects.
Timothy has deep experience with hazardous waste issues that can affect property transfers and redevelopment. He defends enforcement actions and resolves regulatory disputes that involve land, water, and industrial facilities. He also counsels clients on ESG and climate-related disclosures connected to real estate and infrastructure assets.
Timothy’s work has earned recognition from Chambers USA, Legal 500 United States, and Law360, which named him Environmental MVP of the Year in 2023. He is listed in Best Lawyers in America® and holds an AV® Preeminent™ Rating from Martindale-Hubbell®, reflecting strong professional standing.
In addition to his practice, Timothy A. Wilkins has taught Corporate Environmental Law at The University of Texas School of Law. He previously served as a judicial clerk to Chief Judge Henry A.
