Tom earned his J.D. from the University of Notre Dame Law School in 1985. He also studied at the London Law Programme (1983-1984). Before that, he completed his B.A., cum laude, at Arizona State University in 1982, where he served as Student Body President (1980-1981). Additionally, he studied at the University of Louvain, Belgium. He is admitted to practice law in Texas and New York.
