Robert Shulman is a partner in the Litigation Practice Group at Haynes Boone, working from both the Washington, D.C., and New York offices. With decades of experience, he represents companies in obtaining insurance coverage for a wide range of complex claims, including securities, directors and officers liability, products liability, energy, financial institutions, medical devices, and environmental matters.
Robert earned his B.A. from Cornell University in 1975 and his J.D., cum laude, from Tulane University Law School in 1979. Admitted in D.C., New York, and Louisiana, as well as multiple federal appellate courts and the U.S. Supreme Court, he continues to be a trusted advocate for policyholders in high-stakes insurance disputes.
A nationally recognized insurance recovery attorney, Robert has argued precedent-setting appeals before the Second, Third, and Fourth U.S. Courts of Appeals, as well as the California Court of Appeals. Among his most notable victories, he secured a groundbreaking decision in MBIA, Inc. v. Federal Ins. Co. (2d Cir. 2011), requiring insurers to pay defense costs from the initiation of government investigations.
Robert also led International Paper Company through extensive trials, mediations, and arbitrations, recouping nearly $1 billion in coverage and securing a $90 million bad-faith verdict against an insurer.
Robert has advised clients in industries ranging from energy to consumer products, handling disputes involving climate change, heavy metals, asbestos, and securities claims. His representative matters include coverage litigation for DuPont, Hess, Phillips Petroleum, Electrolux, and Murphy Oil, among many others. He is frequently retained to advise on insurance portfolios and renewals for Fortune 500 companies facing significant litigation risks.
Consistently recognized for his excellence, Robert Shulman has been listed in Best Lawyers in America every year from 2006 to 2025 and ranked in Chambers USA for Insurance and Dispute Resolution. He is also included in Who’s Who Legal.
