About
Thomas F. Torr is a founding partner of Cocheco Elder Law Associates, PLLC and a New Hampshire seacoast estate planning attorney. His practice focuses on helping clients preserve wealth, protect loved ones, and manage legal and financial affairs during times of crisis. His work includes elder law, Medicaid and veterans planning, estate and wealth-transfer planning, incapacity protection, asset protection, estate and trust administration, disability planning, special needs trusts, retirement-asset planning, business law, and real estate.
Thomas earned a B.A. from the University of New Hampshire and a J.D. from Ohio Northern University in 1993. Before law school, he worked in political and federal-government roles, including positions connected to the US Customs Service and Department of the Treasury. His legal education shifted his career toward direct client service in estate planning. That background supports a practice involving statutes, benefits programs, financial planning considerations, and legal structures designed to protect clients and their families.
Torr is admitted in New Hampshire and Maine and before state and federal courts in both states. He regularly lectures on basic and sophisticated estate-planning topics and has written on business law, asset protection, estate planning, and probate administration. His practice includes planning for aging, incapacity, disability, and special needs, along with probate and trust administration after death. These matters require coordinating legal documents, public-benefit considerations, assets, family goals, and long-term planning priorities.
Thomas F. Torr combines estate-planning practice with professional and community leadership. He is a member of the National Academy of Elder Law Attorneys and the New Hampshire Estate Planning Council and has served in leadership roles with community organizations. His work is centered on practical planning for clients who want to organize assets, protect family members, prepare for incapacity, or administer estates and trusts. He provides guidance across elder-law and estate matters that often require coordinated legal and financial decisions.
