Steven E. Bers is a highly accomplished partner at Whiteford Taylor & Preston LLP, focusing his practice on management-side labor and employment law as well as maritime law. Practicing since 1978, he is recognized for delivering strategic counsel to employers across a broad range of industries. Rated AV Preeminent® by Martindale-Hubbell, Mr. Bers is known for his deep experience in litigation, labor-management relations, employment compliance, and non-compete matters. He also leads the firm’s maritime law practice, representing clients in areas such as vessel documentation, maritime employment, and litigation.

Mr. Bers earned his J.D. from the University of Maryland School of Law in 1978, graduating in the top 5% of his class and being inducted into the Order of the Coif. He holds a B.A. from Johns Hopkins University, earned in 1975.

For over four decades, Mr. Bers has helped employers navigate complex legal landscapes, from wage and hour claims and ADA compliance to unemployment law and employment torts. In the maritime field, he advises on docking agreements, vessel construction and purchase, and related appeals. His courtroom skill and advisory work have earned repeated recognition in Best Lawyers in America® for Labor and Litigation, as well as designation as a Benchmark Litigation Labor & Employment Star since 2019.

Beyond his legal practice, Steven E. Bers has served in leadership roles within professional and community organizations. He is a former president of the Maryland State Federal Bar Association and the Jewish Big Brother Big Sister League, and serves on the boards of House of Ruth Maryland and Chizuk Amuno Synagogue. He is also a graduate of the Greater Baltimore Committee’s Leadership Program and remains active in legal and civic affairs throughout Maryland.
