Stephen earned his J.D., magna cum laude, from the University of Richmond School of Law, where he served as the Allen Chair Editor of the University of Richmond Law Review. Before attending law school, he worked for nearly six years in the United States Senate, gaining valuable experience in public policy and client advocacy. He also holds a B.A. from the University of the South. He is licensed to practice in Virginia and North Carolina and is an Accredited Attorney with the U.S. Department of Veterans Affairs.
