Sameer A. Ghaznavi

Sameer A. Ghaznavi is Partner-in-Charge of Norton Rose Fulbright’s Chicago office and advises clients on energy transactions, infrastructure, data center, and related business transactions. He represents private and public companies, developers, utilities, sponsors, and investors in project development, strategic acquisitions, and sales. His work covers renewable and traditional energy projects in the United States and internationally, including significant M&A matters involving large-scale power and infrastructure assets.

Sameer earned a JD from the University of Maryland School of Law and a BA in Economics from the University of Alberta. Before entering private practice, he held legal and corporate counsel roles with energy and power companies. That combination of legal education, economic training, and in-house experience supports practical, business-oriented advice on project development, transaction structure, acquisition strategy, risk allocation, and commercial issues affecting energy and infrastructure investments.

Sameer has assisted clients with some of the country’s largest renewable energy M&A transactions. He led a legal team on a transaction recognized as Project Finance International’s Americas Power Deal of the Year and IJInvestor’s Renewables Acquisition of the Year, North Americas in 2023. His work spans renewable power, traditional generation, data centers, and infrastructure, requiring coordination of business objectives, project structures, acquisition terms, and sector-specific legal issues.
