Robert D. Tookoian

Robert D. Tookoian is a Fresno business lawyer who advises companies on general business matters, transactions, contracts, healthcare law, privacy compliance, and real estate. His clients include healthcare providers, government entities, food processors, agribusiness companies, technology businesses, and health benefit organizations. He works with business owners and management on growth, compliance, commercial agreements, corporate governance, and risk management.

Tookoian earned his J.D. from Golden Gate University School of Law and an M.B.A. from Golden Gate University’s Ageno School of Business. He received a B.S. in Political Economy of Natural Resources and a B.A. in History from the University of California, Berkeley. His legal, business, and interdisciplinary education supports his work on transactions, regulatory issues, privacy requirements, and complex operational concerns.

Tookoian began his career in the San Francisco Bay Area as counsel and general counsel to internet and technology companies. He worked with startups, early-stage businesses, and public companies on licensing agreements, compliance, intellectual property, real estate transactions, and corporate governance. For more than 20 years, he has advised small and midsize organizations on growth, transactions, litigation, public entity defense, employment matters, and healthcare regulations involving HIPAA, Stark, Anti-Kickback, and CCPA requirements.

Robert D. Tookoian serves as Co-Chief Privacy Officer and sits on the Executive Committee of the California Lawyers Association Privacy Law Section. He has served as Co-Editor of the section’s Privacy Law Journal and writes and speaks on privacy and compliance issues. His professional memberships include the International Association of Privacy Professionals, California Society for Healthcare Attorneys, American Health Law Association, and Fresno County Bar Association.
