Philip M. Andrews is a business litigator and procurement lawyer with experience handling a wide range of commercial disputes. His practice includes matters involving employment issues, trade secrets, construction conflicts, government contracts, and insurance regulation. He represents clients in federal and state trial courts, appellate courts, and administrative proceedings. He is a Fellow of the American College of Trial Lawyers and a Permanent Member of the Judicial Conference for the United States Court of Appeals for the Fourth Circuit.
Phili earned a B.S.J. from Northwestern University, Medill School of Journalism. He later received a J.D. from American University Washington College of Law. Throughout his career, he has combined litigation, procurement, and public service experience while remaining active in civic, legal, and community organizations.
Phil has significant experience with Maryland government relations and procurement matters. His work includes advising clients on Requests for Proposals (RFPs), procurement procedures, bid protests, contract claims, and administrative disputes. He counsels organizations throughout the proposal process, from preparing submissions to navigating evaluations and contract awards. His clients operate in industries such as healthcare, information technology, transportation, cannabis, construction, and gaming.
Phil has also worked on major public-private partnership projects. In one notable matter, he represented a client pursuing a 35-year Public-Private Partnership (P3) contract related to Maryland’s Interstate 95 travel plazas. His representation included proceedings before the Maryland Board of Public Works as well as litigation in Maryland circuit courts involving challenges to the contract award process.
Phil contributes to both legal and community organizations. In November 2020, Baltimore County Executive Johnny Olszewski appointed him as Chair of the Baltimore County Commission on Procurement, Purchasing, and Contracting. The Commission completed a detailed review of county procurement practices and released its Final Report in January 2022 with recommendations aimed at modernizing procurement operations. He has also served with organizations including the Greater Baltimore Committee, Legal Aid Bureau, Inc., Maryland Food Bank, Maryland Film Industry Coalition, Center Stage, Business Volunteers Maryland, and the Northwestern University Alumni Association of Maryland.
