Philip M. Andrews is a business litigator and procurement lawyer with experience handling a wide range of commercial disputes. He is a Fellow of the American College of Trial Lawyers and a Permanent Member of the Judicial Conference for the United States Court of Appeals for the Fourth Circuit.

Phili earned a B.S.J. from Northwestern University, Medill School of Journalism. He later received a J.D. from American University Washington College of Law. Phil has significant experience with Maryland government relations and procurement matters. His work includes advising clients on Requests for Proposals (RFPs), procurement procedures, bid protests, contract claims, and administrative disputes. He counsels organizations throughout the proposal process, from preparing submissions to navigating evaluations and contract awards. In one notable matter, he represented a client pursuing a 35-year Public-Private Partnership (P3) contract related to Maryland’s Interstate 95 travel plazas. His representation included proceedings before the Maryland Board of Public Works as well as litigation in Maryland circuit courts involving challenges to the contract award process.

Phil contributes to both legal and community organizations.
