Payslie M. Bowman is a litigation attorney representing companies and individual, institutional, and tribal clients in complex disputes across state, federal, and tribal courts. Her practice spans constitutional challenges, water rights adjudication, class actions, tribal law, trust litigation, criminal defense, and appellate advocacy. She regularly appears at both trial and appellate levels, providing strategic representation in high-stakes commercial and civil rights matters throughout Arizona and beyond.
Payslie earned her J.D. from the University of California, Davis School of Law, where she graduated Order of the Coif and obtained an Immigration Law Certificate. She received her B.A., cum laude, in International Studies and Political Science with a Human Rights minor from the University of California, San Diego. Following law school, she clerked for Chief Justice Ann Timmer of the Arizona Supreme Court, gaining valuable insight into appellate decision-making.
Payslie’s experience includes substantial involvement in Arizona’s general stream water adjudication proceedings and participation on a negotiating team for a major Indian water rights settlement. She has also represented clients before the Arizona Office of Administrative Hearings and the Arizona Board of Executive Clemency. Her litigation background reflects deep knowledge of complex regulatory, constitutional, and tribal law issues.
Admitted to practice in Arizona, the U.S. District Court for the District of Arizona, the Ninth Circuit, and the Hopi Tribal Court, Payslie M. Bowman is widely recognized for her work.
