Paula Maddox Roalson

Paula Maddox Roalson is a shareholder at Walsh Gallegos, where she has devoted more than three decades to representing Texas public school districts. She focuses her practice on special education law and related litigation, offering districts practical solutions and strong advocacy as they work to meet the needs of students with disabilities.

Paula earned her Juris Doctor from St. Mary’s University School of Law after graduating summa cum laude from Texas Lutheran College. Her academic achievements provided the foundation for her career, combining a deep understanding of law with an informed perspective on educational systems.

Before joining Walsh Gallegos in 1996, Paula served as the Staff Attorney for Special Education at the Texas Association of School Boards. She later led the firm’s San Antonio special education practice group and, in 2011, established the Houston office. Throughout her career, she has represented districts in disputes, advised on compliance matters, and developed preventive strategies to avoid costly litigation.

Paula is also a sought-after speaker and writer in the field of education law. She has presented at national, state, and regional conferences and authored numerous articles addressing critical issues in school law.

Paula Maddox Roalson is an active member of the National School Boards Association, the Council of School Attorneys, the Texas Association of School Boards, the Council of School Attorneys, the School Law Section of the State Bar of Texas, and the Houston Bar Association. Through both her legal work and professional involvement, she continues to advance the interests of public schools across Texas.
