Michael J. Moore

Michael J. Moore is a West Virginia employment lawyer who represents public and private employers in labor relations and workplace disputes. He handles union organizing campaigns, collective bargaining, labor arbitrations, unfair labor practice claims, employment discrimination, and other workplace matters. His practice includes litigation before the National Labor Relations Board and guidance for non-union employers. He focuses on practical strategies that address legal risk while supporting each client’s operational and workforce needs.

Michael earned his J.D. from West Virginia University College of Law and his B.S.B.A. from West Virginia University. He was elected to the Order of the Coif and served as Senior Editor of the West Virginia Law Review. His academic background supports the research, writing, and analysis required in labor and employment matters. He is admitted in West Virginia and before the US District Courts for the Northern and Southern Districts of West Virginia.

Michael has negotiated labor agreements with unions including AFSCME, SEIU, and UMWA and has served as first chair in labor negotiations across West Virginia. He has defended employers in unfair labor practice proceedings, helped clients respond to union organizing campaigns, and provided union avoidance training. His experience includes workplace accident litigation, discrimination claims, employment counseling, and representation of a hospital that successfully opposed a registered nurses’ unionization effort.

Chambers USA has recognized him in Labor & Employment since 2024, with additional recognition in employment and labor categories since 2024. He received a 2026 Morgantown Labor Law–Management distinction and a 2021 West Virginia State Bar award.
