Maureen E. Fulton

Maureen E. Fulton is a partner at Koley Jessen and chairs the firm’s Data Privacy and Security practice area. She provides strategic legal guidance to businesses navigating data protection, cybersecurity risk, and privacy compliance across a rapidly evolving regulatory landscape. Her work spans from proactive program development to incident response and defense.

Maureen earned her Bachelor’s in Journalism from the University of Missouri in 2004 and her Juris Doctor from The Ohio State University Moritz College of Law in 2012, where she served as Editor-in-Chief of the Ohio State Journal on Dispute Resolution. She is admitted to practice in Nebraska, New York, and the U.S. District Court for the District of Nebraska.

A Certified Information Privacy Professional (CIPP/US), Maureen advises clients on major privacy frameworks including GDPR, CCPA, CPRA, CPA, CTDPA, UCPA, and VCDPA. She routinely updates client privacy programs and policies to align with new and emerging laws while mitigating regulatory risk and liability exposure.

Maureen also leads privacy and cybersecurity due diligence in M&A transactions and serves as interim privacy counsel for companies needing in-house support. Her counsel includes managing data breach response, breach notification obligations, and related litigation risks across multiple jurisdictions.
