Lisa Maguire

Lisa Maguire is a San Mateo County criminal defense attorney and Chief Defender who oversees a panel of lawyers providing court-appointed representation. She leads efforts to deliver diligent, client-centered defense for people who cannot afford private counsel. Her work focuses on attorney support, program administration, professional standards, and access to services that address legal, immigration, housing, and personal challenges connected to criminal cases.

Maguire studied law at Santa Clara University School of Law and has been admitted to practice in California since 1992. Her legal education and decades of criminal defense experience support her understanding of constitutional rights, evidence, trial strategy, sentencing concerns, and attorney responsibilities. This background also helps her evaluate program needs, guide defense lawyers, and develop resources for clients facing serious consequences in the criminal justice system.

Maguire joined the county’s private defender program as a criminal defense attorney in 2001. She handled a wide range of matters, including serious felony and homicide cases. After becoming Assistant Chief Defender in 2017, she helped manage program operations before assuming the Chief Defender role in 2019. Under her leadership, the program created social worker and paralegal panels, specialty court guidance, criminal immigration support, and client advocacy services.

Lisa Maguire serves on the board of the California Public Defender Association, participates in its Legislative Committee, and co-chairs its Amicus Committee. She received the Eleanor Falvey Award in 2023 for outstanding service to women lawyers and the San Mateo County legal community. Her leadership reflects a commitment to effective defense, professional development, holistic representation, and practical resources that help attorneys protect clients’ rights and address broader needs.
