Kevin Piwowarski Shields

Kevin Piwowarski Shields is a dedicated special education lawyer at Shields Law, serving children and families across Texas. With over 20 years of experience, Kevin focuses on legal matters that protect and advance the rights of students with special needs. His practice includes issues such as eligibility disputes, failure to provide services, school discipline, independent educational evaluations, mediation, civil rights, and due process litigation.

Kevin earned his J.D. from Georgetown University Law School and holds a B.A. from the University of Texas at Austin. His early legal experience included representing students and youth in a range of legal matters while still in law school—covering school advocacy, juvenile court cases, superior court trials, and even a federal grand jury investigation. He also taught high school classes in inner-city Washington, D.C., through a law-student teaching program, which deepened his commitment to educational equity.

After graduating from law school, Kevin built his career at one of the nation’s largest law firms, gaining deep litigation experience in disability and discrimination cases. Although he thrived in Big Law, he was driven to return to student-focused advocacy. He went on to launch a boutique law firm dedicated exclusively to special education law, disability rights, and legal planning for individuals with special needs and their families.

Kevin is admitted to practice law in Texas, Maryland, and Washington, D.C. He is an active member of the State Bar of Texas, including its School Law, Juvenile Law, and Child Protection Law sections. He is also a member of the Council of Parent Attorneys and Advocates (COPAA) and the Academy of Special Needs Planners.

Through the Shields Law, Kevin Piwowarski Shields continues to fight for students with disabilities and their families. His practice blends deep legal knowledge, personal commitment, and a passion for making sure every child receives the education and support they deserve.
