Katie E. Ngo has focused her career on helping public sector clients manage school, labor, and employment issues with steady, practical counsel. She works closely with leadership teams, handling urgent workplace concerns and guiding them through the complex rules that shape decisions affecting employees, students, and public programs.
Katie earned her B.A. from Angelo State University in Communications in 2010 and later completed her J.D. from Chicago-Kent College of Law in 2015. During law school, she received CALI awards in Trial Advocacy and Pre-Trial Litigation and gained early experience through volunteer work and internships supporting individuals and public institutions.
Katie advises school administrators on compliance with the Illinois School Code, IDEA, ADA, ISSRA, and FERPA. She helps address teacher discipline, student matters, Title IX complaints, special education development, due process, records requests, and policy updates, ensuring schools make informed decisions that align with legal responsibilities and student needs.
Katie also counsels public employers on collective bargaining, grievances, arbitration, wage and hour issues, workplace investigations, and discrimination claims. She guides clients through Title VII, the Illinois Human Rights Act, ADA, ADEA, OMA, FOIA, PSEBA, PEDA, and other laws, helping them maintain clear, lawful employment practices.
Katie has negotiated agreements for a wide range of public employees, including teachers, education support personnel, maintenance staff, bus drivers, doctors, pharmacists, call center staff, nursing staff, and sheriff’s department personnel. Her broad experience strengthens her ability to support clients with diverse operational needs and workforce structures.
Katie regularly conducts training on harassment prevention, ethics, grievance response, and responsibilities for police supervisors, as well as laws governing body-worn cameras. She investigates complaints involving harassment, discrimination, and hostile work environments, providing thorough assessments that help employers respond appropriately and maintain safer workplaces.
