Justin earned a BA from Pomona College in 1994. He earned an MA in Latin American Studies from the University of New Mexico in 2005. He also earned a JD from the University of New Mexico in 2005. Justin has represented the New Mexico Attorney General, Santa Fe County, Mora County, the Albuquerque City Council, the Office of the Governor, the University of New Mexico, and the New Mexico Health Insurance Exchange. Justin served as Chief Counsel to Governor Bill Richardson, where his role involved supervising legal offices for executive branch state agencies. He also directed litigation and legislation and reviewed candidates for judicial vacancies. Justin has worked to improve the legal profession and support effective government. He is Chair of the City of Santa Fe Ethics and Campaign Review Board, which enforces local ethics, campaign, and campaign financing laws. He has lectured at CLE programs on law and government and supported voter protection efforts.

Justin Miller is admitted in New Mexico state courts, the United States Court of Appeals for the Tenth Circuit, and the United States District Court for the District of New Mexico.
