Jonathan D. Leach

Jonathan D. Leach has a broad legal background shaped by work in law, government, and operations. His practice includes Aviation, Procurement, Government and Regulatory, Business Advisory Counseling, and Corporate and Finance. He assists clients with complex transportation, infrastructure, contract, business, and project-related matters across Chicago and other regions.

Jonathan earned his B.A. from the University of Illinois Urbana-Champaign in 2001 and his J.D. from Chicago Kent College of Law in 2004. He is admitted in Illinois. His education and licensing support a practice focused on practical guidance, careful review, and strong legal planning for clients.

Jonathan has represented clients pursuing transportation and infrastructure projects in the Chicagoland area and across the country. He has helped with team structures, joint ventures and teaming agreements, procurement review, bid incentive analysis, statements of qualifications, and final contract negotiations for major project opportunities and public-facing development work.

Jonathan also assists clients with claims and disputes connected to large infrastructure projects. His work has involved owners, contractors, designers, and subconsultants. By reviewing facts, addressing contract concerns, and pursuing claims when needed, he has helped clients move toward favorable resolutions in demanding project situations.

Jonathan served as Chief Operating Officer for the Chicago Department of Aviation from 2013 to 2017. He managed major divisions, large budgets, and many employees. His responsibilities included runway construction and reconfiguration, air traffic control facilities, terminal modernization and expansion, facility renovation, planning, development, environmental matters, and operations.

Jonathan previously served as General Counsel for the Chicago Department of Aviation from 2010 to 2013. He advised on legal matters, contracts, leases, funding agreements, settlements, and procurement processes. His work included Design/Build and Construction Manager at Risk methods, along with many airside and landside capital projects.

Jonathan D. Leach is connected with groups including the Chicago Bar Association, Navy Pier Associate Board, March of Dimes, Meals on Wheels Chicago, and Airports Council International. He also volunteered at Northwestern Memorial Hospital. His recognition includes the 2013 Top 40 Under 40 – Airport Magazine, reflecting his aviation-related leadership.
