John A. Delaney currently serves as Of Counsel at Rogers Towers PA, where he works with the Governmental and Regulatory Law Department. His practice spans key areas including government relations, civil litigation, higher education law, and land use. John offers trusted legal guidance to clients facing complex governance and regulatory challenges.
John earned both his Bachelor of Arts and Juris Doctor degrees from the University of Florida. His legal foundation was shaped early by his service as chief assistant state attorney and general counsel for the City of Jacksonville. These experiences laid the groundwork for a legal and civic career, including leadership roles in public administration and academia.
In addition to practicing law, John is the current President of Flagler College and formerly served as President of the University of North Florida for 15 years. His work in higher education informs his legal advisory role in education law and public policy. As former Mayor of Jacksonville and interim chancellor of the State University System of Florida, he brings a deep understanding of municipal and state-level governance.
John’s legal focus includes land use, zoning, concurrency, lobbying, and general business governance.
