Joan E. Callahan is an experienced attorney whose practice spans administrative law, municipal and public entity defense, employment law, and education law, with a strong emphasis on higher education. She also handles civil litigation, wills, trusts, civil rights, and probate matters. Certified as a Title IX Investigator and Decision-Maker, she brings specialized skills to sensitive investigations and hearings.
Joan earned her J.D. from the University of Idaho College of Law in 2013, where she gained recognition for her academic and advocacy achievements. She previously completed a Bachelor’s degree in Classical Studies and Psychology at Stanford University in 2004. While in law school, she served on the Moot Court team, authored award-winning briefs, and co-authored a published article on regulatory reform in the Advocate.
Over her career, Joan has represented approximately thirty professional licensing boards and government entities. She has litigated numerous cases in Idaho state and federal courts, drafted legislative proposals that became law, and successfully handled cases before the Idaho Human Rights Commission, EEOC, and the U.S. Department of Education Office of Civil Rights. As a former registered lobbyist, she also testified before multiple Idaho legislative committees on critical legal issues.
Joan E. Callahan’s leadership extends beyond the courtroom. She completed an externship with the Honorable B. Lynn Winmill of the U.S. District Court for the District of Idaho and was recognized with the 2012 Planning Excellence Award for Best Practice from the American Planning Association. Joan continues to be a trusted advisor and advocate, known for her ability to build consensus, navigate complex disputes, and advance fair resolutions.
