Jennifer Bills is a partner with more than two decades of experience representing individuals, nonprofits, and organizations in labor, civil rights, and disability-related legal matters. Her practice is grounded in strategic advocacy, careful analysis, and a deep understanding of employment and civil rights law across a wide range of industries and organizational settings.
Jennifer earned her Juris Doctor from Northeastern University School of Law in 2001. During law school, she was actively engaged in public interest work and legal scholarship, serving as a teaching assistant for first-year legal research and writing, participating in the Poverty Law Clinic, and holding leadership roles in multiple student organizations focused on equity and justice. She also completed several full-time legal internships with prominent public and private institutions.
Jennifer’s professional background includes experience with the U.S. Department of Justice Civil Rights Division, the Committee for Public Counsel Services, and private law firms, as well as judicial exposure at the U.S. Court of Appeals for the First Circuit. This diverse training has shaped her ability to address complex legal issues with both rigor and perspective.
In addition to litigation and advocacy, Jennifer advises small businesses and organizations—particularly women- and BIPOC-owned entities—on compliance, risk assessment, and workplace policies. She is also frequently engaged as a neutral third party to conduct independent workplace investigations for municipalities, nonprofits, and employers addressing employee complaints.
Jennifer is admitted to practice in North Carolina, Massachusetts, and New York, as well as multiple federal courts, including the U.S. Courts of Appeals for the First and Fourth Circuits and U.S. District Courts throughout North Carolina. Her work reflects a commitment to fairness, professionalism, and respectful representation in the pursuit of just outcomes.
