James P.W. Goss is one of Vermont’s leading land use and environmental attorneys, with more than 35 years of experience guiding clients through complex state and local permitting matters. He is widely recognized for handling Act 250 proceedings and representing applicants in highly contested development approvals across Vermont.
Jim earned his undergraduate degree from Cornell University in 1980. He then received his Juris Doctor from Case Western Reserve University Law School in 1983. His academic background built a strong foundation for his work in regulatory, environmental, and commercial legal matters.
Jim focuses on land use, environmental, real estate, business, and commercial law. He assists clients with due diligence, title clearance, permitting, financing, acquisitions, and conveyancing. He also defends landowners in zoning and environmental enforcement cases, including hazardous materials and underground storage tank discharge matters.
Jim has represented national retailers, developers, mineral extraction companies, and conservation organizations in complex projects throughout Vermont. His work includes quarry permitting, subdivision development, commercial acquisitions, and conservation easements that protect important wildlife habitat and natural resources within the state.

Jim is admitted to practice before the U.S. District Court of Vermont and the U.S. Second Circuit Court of Appeals.
