About
James H. Lister is a partner at Birch Horton Bittner & Cherot whose practice combines regulatory law, litigation, commercial contracts, and bankruptcy. Jim works extensively in telecommunications and natural resources matters and represents clients in disputes involving federal courts, agencies, and public utility commissions. His practice is particularly focused on industries where regulatory requirements and commercial relationships can create complex legal and operational challenges.
Jim earned a J.D. from The College of William and Mary, Marshall-Wythe School of Law, and a B.A. from The College of William and Mary, graduating with honors. His education provided a foundation in legal analysis, research, and advocacy that supports long-running regulatory and litigation work. That training is especially valuable when cases involve detailed statutes, agency rules, contracts, and technical industry records.
Jim has more than twenty years of experience in telecommunications regulatory and litigation matters involving access charges, intercarrier compensation, interconnection, universal service, and FCC enforcement investigations. In natural resources and wildlife matters, he has handled cases involving the Endangered Species Act, NEPA, ANILCA, and other environmental statutes. He also has substantial bankruptcy experience across telecommunications and other industries.
James H. Lister is admitted in Maryland, the District of Columbia, Pennsylvania, and Alaska. Jim’s practice areas include natural resources and energy law, animal and wildlife law, bankruptcy and creditors’ rights, and complex litigation. His combination of regulatory, bankruptcy, contract, and courtroom experience helps clients address disputes where agency requirements, commercial obligations, and financial pressures overlap.
