About
Ilene Albala is a partner, Chair of Goodwin’s Washington, DC office, and Co-Chair of the Government Investigations, Enforcement and White Collar Defense practice. She represents clients in white collar investigations, False Claims Act matters, complex litigation, and health care enforcement disputes. Her work frequently involves life sciences and health care organizations facing civil, criminal, or administrative scrutiny, including matters involving fraud allegations, anti-kickback issues, and internal investigations.
Ilene earned a JD from the University of Pennsylvania Law School, a Master of Bioethics from the University of Pennsylvania Perelman School of Medicine, and a BA with Honors from the University of Chicago. Her interdisciplinary education in law, ethics, health policy, and science supports a practice focused on heavily regulated industries. That background helps her analyze legal risk where enforcement, medical issues, compliance obligations, and complex factual records overlap.
Ilene previously served as an Assistant US Attorney in the Eastern District of Virginia, where she led federal False Claims Act qui tam litigation focused on health care and life sciences. She worked as a Trial Attorney in the Department of Justice Civil Division, representing HHS in cases under the National Childhood Vaccine Act. Her experience includes parallel civil, criminal, and administrative matters, large investigative teams, internal investigations, and complex life sciences litigation and arbitration.
Ilene Albala is admitted in the District of Columbia and New York and has been recognized by Best Lawyers, Legal 500, and Chambers USA for white collar, investigations, and health care work. Her practice combines prosecutorial experience, health care knowledge, science-focused education, and complex litigation skills. She helps clients respond to government inquiries, defend False Claims Act matters, conduct internal investigations, address compliance concerns, and navigate enforcement risk across regulated health care and life sciences sectors.
