About

Frank Ahn is an education and employment attorney who represents public school districts, community college districts, and county offices of education throughout California. He advises these public employers on employee discipline, discrimination, harassment, unfair labor practices, civil rights, and general education law. His work also involves compliance with the California Public Records Act and Brown Act, as well as constitutional concerns affecting schools and public institutions. Frank combines litigation experience with practical counseling about the responsibilities of education agencies and their employees.

Frank earned a B.A. from the University of California, San Diego, followed by a J.D. from Boston College Law School. He was admitted to the California Bar in 2011. His legal education prepared him for work spanning litigation, government law, and public service. He has also gained experience in supervisory and appellate legal roles, which is relevant to the procedural and policy questions encountered by school districts. His background supports careful analysis of statutory obligations, employment decisions, and administrative requirements.

Frank previously served as a supervising attorney, writ attorney, and staff attorney with Los Angeles Dependency Lawyers. There he supervised legal staff and prepared petitions and briefs for the California Court of Appeal. He also worked as a Deputy City Attorney in San Diego, advising city departments on contracting, federal funding, transparency laws, and municipal measures. Earlier in his career, he prosecuted misdemeanor cases for the Los Angeles City Attorney’s Office. His combined experience includes trial work, appellate filings, and public-sector legal counseling.

Frank Ahn co-founded the Community Awareness Project to improve understanding of child welfare issues and helped establish the Los Angeles Parent Hopeline. He also has participated in professional and community organizations, including serving on the board of Pan Asian Lawyers of San Diego. These roles reflect a commitment to public service beyond his direct client work. Through his practice, Frank helps educational institutions assess legal obligations, make informed employment decisions, and respond to disputes that affect students, staff, and the public.
