Saul R. Friedman

Saul R. Friedman is of counsel with Jermain, Dunnagan & Owens, P.C. in Anchorage and focuses on education law, labor and employment law, administrative law, and construction law. He has spent more than 35 years representing Alaska school districts and serves as general counsel for several districts. Saul advises on day-to-day legal issues, collective bargaining, negotiations, employment matters, and litigation that affect public education systems and their operations.

Saul earned a J.D. from Georgetown University Law Center in 1971 and a B.S. from Alfred University in 1967. His legal training has supported a long practice centered on public education, labor relations, administrative decision making, and dispute resolution. Through decades of work with school districts, he has applied that foundation to bargaining strategy, employment questions, policy issues, construction matters, and legal disputes requiring careful attention to public-sector rules and institutional responsibilities.

Saul serves as chief negotiator and spokesperson for many Alaska school districts in collective bargaining activities. He also handles litigation and a wide range of operational legal questions for district clients. His practice requires balancing labor agreements, education law obligations, administrative requirements, and practical organizational needs. Saul also speaks and lectures on education law and labor and employment topics, sharing experience developed through years of direct representation and negotiation for school systems across Alaska.

Saul R. Friedman is admitted in Alaska and before the U.S. Supreme Court, the Ninth Circuit, and the U.S. District Court for the District of Alaska. He is a member of the National Council of School Attorneys and the Alaska Legal Services Pro Bono Panel. Saul’s work reflects sustained service to Alaska school districts, with particular strength in labor negotiations, education law counseling, and resolving disputes that require knowledge of both public institutions and employment relationships.
